Proof of course completion

Clause 79F of the Liquor Regulation and 47E of the Registered Clubs Regulation make it a condition of a liquor licence or certificate of registration that the licensee or club secretary must keep a register which contains a copy of their recognised Responsible Service of Alcohol (RSA) certificate and a copy of the recognised RSA certificate for each staff member whose duties include the sale, supply or service of liquor.

Since 5 December 2003, all students completing an approved RSA course receive a certificate issued by the training provider on behalf of the Liquor Administration Board.

For approved RSA courses completed prior to this date, under clause 79L of the Liquor Regulation 1996 a person who has undertaken a Board-approved RSA course is taken to be the holder of a recognised RSA certificate. In this case the register should contain evidence of satisfactory completion of an approved RSA course. This can be in the form of a “certificate”, “statement of attainment” or “transcript of academic record”.

It is also a condition that the register must be made available for inspection on request by a police officer or a inspector. An RSA register can be ordered using the mail order form on the signs and products page of this website.
