There is significant community concern about the growing problem of anti-social behaviour and alcohol-related violence in the community. This is an issue that the NSW Government and industry are determined to effectively address together.

In late 2008, the Premier announced plans to develop a safety rating system that rewards safe practices by and good records of licensed premises.

The Safety rating system for licensed venues discussion paper commences a process of community consultation on a safety rating system. It is the first step in a policy development process that will be undertaken in partnership between the Government, industry (including the Australian Hotels Association NSW (AHA) and Clubs NSW), consumer representatives and the community.

The paper sets out why the government is interested in generating community discussion on a safety rating system for hotels and clubs and identifies several potential options and issues for public consideration.

have your sayThe government is very interested in your views on a safety rating system and your feedback is an important part of the consultation process. Your submissions should address the questions listed throughout the discussion paper as the government is particularly interested in your views on these issues. However, please feel free to make any other comments on the matters raised in the paper or otherwise relevant.

Q     What does the Implementation Team do?
A     The government established a high-level Implementation Team to oversee the implementation and monitor the effectiveness of new initiatives aimed at addressing alcohol-related violence including special licence conditions introduced in late 2008 for a number of licensed premises across NSW.

Q     Who is on the Implementation Team?
A     Senior representatives from the NSW Police, NSW Ministry for Police, the Department of Premier and Cabinet, the Department of the Arts, Sport and Recreation and the Director of Liquor and Gaming make up the Implementation Team. The Director-General of the Department of Arts, Sport and Recreation is Chair of the group.

Q     Who will be analysing submissions?
A     The analysis of submissions and the development of the model will be undertaken collaboratively by a working party that will report to the Implementation Team.

Q     Who is on the working party?
A     The working party will be comprised of nominees of the Australian Hotels Association (AHA), Clubs NSW, the Liquor Stores Association, the Department of the Arts, Sport and Recreation and consumers.

Q     What happens after submissions have been lodged?
A     Submissions will be analysed by the working party. Taking into consideration the views and suggestions put in submissions, the working party will develop a detailed Safety Rating System model which will form the basis of a position paper for government consideration.

Q     Is it possible to make a late submission?
A     In order to ensure that your views can be fully considered, it is recommended that all submissions be provided by the due date.

Q     Will this be my only opportunity to participate in the process?
A     The best opportunity to influence the development of the safety rating system is by making a submission responding to the matters and questions raised in the discussion paper.
The working party will effectively take into account the views of key stakeholder groups as the detailed model is developed and the position paper is settled.

Q     When will the system commence?
A     The government will consider a proposed model for the scheme later this year. A model needs to be agreed before establishment and implementation arrangements can be fully considered.
