The following pages provide new and existing licence applicants with details on current licensee training requirements.
New liquor laws and licensee training
Under the Liquor Act 2007, the Casino, Liquor & Gaming Control Authority can require licence applicants to undertake training.
A review of the licensee training will be undertaken by the Casino, Liquor & Gaming Control Authority.
Current licensee training requirements
Prospective liquor licence applicants must complete the Responsible Service of Alcohol (RSA) course and, in the case of hoteliers and club secretaries, the Responsible Conduct of Gambling (RCG) course.
Existing hotel licensee and on-premises (restaurant or public entertainment venue) licensee courses that were previously approved by the Liquor Administration Board are still recognised by the Authority. However, at this stage, completion of this training is not mandatory when applying for the grant or transfer of these types of liquor licences.
Relevant licence applicants currently have the option of completing this training now, or it can be required to be undertaken in the future, once the Authority has reviewed licensee training requirements. This review will identify those licensee categories that the training scheme will apply to.
If a person has completed a licensees’ course, they will not be required to complete any further entry level training for licensees. Licensees who have not undertaken an existing course will be required to undertake the new course once it is approved. In summary:
- new entrants are currently not required to complete a licensee’s course
- if a person does complete an existing licensee course they will not be required to undertake any new course when it is approved
- if a person has not completed an existing course they will be required to do the new course when it is approved
- Mandatory RSA and RCG training requirements remain unchanged.
Who conducts the existing hoteliers and on-premises licensees’ courses?
A list of training providers offering the existing hotel and on-premises (restaurant or public entertainment venue) licensees' courses is available.
All licensees' courses contain an approved Responsible Service of Alcohol (RSA) module, as well as a liquor law module.
In addition, the Hotel Licensees' course contains the approved Responsible Conduct of Gambling (RCG) course.
